DECENNIAL COMMITTEES ON LOCAL GOVERNMENT EFFICIENCY ACT MEETING MINUTES

  1. CALL TO ORDER: President Purkart called the meeting to order at 4:47pm in the York Center Park District Board Room located at 1609 S Luther Ave., Lombard, Illinois.
  1. ROLL CALL: The following roll call was taken:

  1. COMMENTS AND COMMUNICATIONS: None
  1. INTRODUCTION OF GUESTS AND STAFF
  1. OLD BUSINESS:
    1. Policy Manual: Executive Director Fila stated that there is a draft of the new Policy Manual and asked if it was reviewed. Resident Alice Truty studied the new draft manual and had suggestions. She discovered that the table of contents did not match the draft manual and that the draft agenda on page 11 included the Pledge of Allegiance. She would like the Pledge of Allegiance added to board meetings. Also, on page 11 it was discovered that the draft manual included the option to post the board packet online. A discussion was held on posting the board packet online. Resident Alice Truty guided everyone to page 57 where she quoted from the draft manual that she would like to see the district encourage members of the public to submit their ideas and suggestions. She emphasized that the park district should make sure it happens to get the public involved. Commissioner Fritz stated that there is a survey and offered to share it with her. Focus groups and committees where also discussed. Resident Alice Truty would also like to see a focus on safety for parks maintenance staff. Commissioner DeGroot steered everyone to page 12, and a discussion was held on the contents of that page. Members agreed to consult the lawyer for meetings and minutes for now. Commissioner DeGroot moved the group to page 12 where board vacancies were addressed. President Purkart suggested a change to page 6 regarding a board liaison. She would like it to not be limited to one but include language to include outlying or neighboring villages.
    2. Park Rental Application Update: Executive Director Fila stated that the application had been updated with the new language regarding drugs.
    3. Community Feedback: Executive Director Fila asked for input from Resident Joan Stout. She stated that she was interested in what is going on and impressed by the committee.
  1. NEW BUSINESS:
    1. Community Relationships and Opportunities: Superintendent Otake Greenacre shared that she spoke with York Center School’s principal about the Knolls Community project. She also stated that the park district has very little involvement with the community and that we are working on it.
    2. Deadlines & Meeting Dates: The next Decennial Committee meeting will take place on Tuesday, January 16 at 4:45pm.
  1. ADJOURNMENT: Commissioner DeGroot moved to adjourn made at 5:04pm; Commissioner Polacek, seconded. On a voice vote motion carried.
